Waterstof Coalitie Limburg

The Hydrogen Coalition Limburg is an independent network platform that facilitates accelerated application of alternative energy sources and carriers, with hydrogen in particular, as part of the Limburg energy transition.

WCL is organized in a foundation with a team of nine experts who are the point of contact for:

  • Knowledge development, knowledge transfer and training,
  • events,
  • The areas of application mobility, industry, built environment and storage, transfer and production of hydrogen and other alternative green energy sources and carriers.

The Coalition also consists of partners from different backgrounds: industry, education and research, government and energy cooperatives.

Mission

The mission of Hydrogen Coalition Limburg is to initiate and strengthen the energy transition in the form of a careful and successful social transformation, linked to a technological-economic transition.

Hydrogen Coalition Limburg focuses its mission on the role of hydrogen and other sustainable energy sources and carriers in the energy transition, both in and beyond Limburg. We mainly want to focus on Limburg, recognizing that there are several external relationships, such as in provinces outside Limburg, in the Netherlands, and in the EU, in particular in the regions of North Rhine-Westphalia and Flanders.

Vision

We are convinced that the energy transition must take place in a strong Limburg coalition (possibly in a broader superregional network/ partnership); a coalition that:

  • has a knowledge center available and facilitates its learning processes through an academy;
  • runs a series of exemplary living labs and projects in the various sectors (mobility, industry, built environment, agricultural sector).

We are also convinced that active parties such as citizens’ initiatives (cooperatives, etc.) (Multiple Helix) play an essential role within the Coalition in addition to government, the business community and knowledge and educational institutions (Triple Helix).

Our activities must contribute to the recovery of the (sustainable) economy and employment after and during Corona. Finally, we are convinced that effective cooperation, also between partners that may not initially be obvious, can lead to new opportunities and possibilities (Coalition).

WCL team

The board

WCL operates with an organizational structure based on a Quadrupel helix structure. The chairperson is supported by a secretary and treasurer, together with the quadrupel helix representations: the knowledge institutions, the citizenry, the government and companies. Eight experts

Our team includes nine experts who, through their ongoing professional activities in industry, education, research and social transitions, make a substantial contribution to realizing WCL’s mission. The WCL team guarantees expertise in areas such as sustainability, energy, engineering science, knowledge transfer and innovation. If we lack expertise or experience, we look for it. In addition to our expertise, we are closely involved in all local activities and authorities.

Ambassadors

The ambition of the board of the WCL foundation is aimed at actively accelerating the energy transition and specifically the application of hydrogen within the larger framework of the energy transition. To further support this ambition, we are looking for Ambassadors who have access to government (national, international), knowledge institutions and the business community and who are willing to make an effort to strengthen and accelerate these developments. When spending time, a number of events and two meetings per year with the board and the other ambassadors can be expected. In addition, there is ad hoc informal consultation, in particular with the team members of WCL, the knowledge carriers. The following ambassadors support WCL:

Communities

Business & civil community

Setting up a knowledge infrastructure is one of the main goals of the WCL. This is realized through two different community platforms: the business community (organizations) and the civil community (individuals). The members of both communities are ‘friends of WCL’. A friend is a person or organization that helps develop the WCL, and is interested in participating in our activities, such as events or training through the Academy (a member can be part of either our business community or our civic community). As a member you are entitled to the following aspects:

  • Free information and advice via our ‘counter’
  • Knowledge sharing through workshops or courses of the academy where access is given for a reduced rate
  • Free access to our biennial WCL theme meetings
  • Free expert advice when starting up hydrogen projects
  • (if desired) Listing on our website

In addition, it is not only our task to provide a community member with all necessary and new information about hydrogen and other sustainable energy sources and carriers, but also to provide each member with appropriate contacts. WCL therefore ensures that you as a friend

  • are kept informed of new developments regarding projects and the vision of governments in the field of hydrogen through meetings, mailings and/or newsletters.,
  • can participate in working visits within and outside the region,
  • and have a preferred point of contact for the government in the field of hydrogen policy via WCL.

The annual rates for joining our communities are::

  • Business Community: € 250 per year (per organization)
  • Civil Community: € 50 per year (on a personal basis)
  • If you wish to be listed as a friend on the WCL web site, this will cost an additional € 250 per year.

Historie WCL

In 2019 werd de stichting WéL opgericht door Peter Kersten en Ger Jonkergouw, werden diverse verkenningen ondernomen in binnen- en buitenland en werden diverse activiteiten georganiseerd. In de loop van 2019 ontmoetten we ook diverse mensen die vaak al langdurige ervaring hadden in en kennis van de wereld van (energie) transities en waterstof, waarvan diversen later een sleutelrol zullen spelen in de vorming van de Limburgse coalitie: Marcel Vogelsangs, Jacques Mikx, Peter Ramaekers, Rob Zanders, Sonja Demandt, René Kemp. Voor de realisatie van de doelstellingen (een bijdrage leveren aan de ontwikkeling van waterstof in Limburg) volgde WéL een strategie met vier aandachtsvelden:

  • Realiseren van een zorgvuldige samenhangende visie, missie, strategie en beleid in Limburg op het gebied van een energietransitie en de rol van waterstof daarin.
  • Ontwikkelen van een missiegerichte coalitie van alle betrokkenen bij de energietransitie als een lerend ecosysteem.
  • Opbouwen van een Informatie- en kennisdeling voorziening omtrent waterstof.
  • Ondersteunen en verbinden van pioniers en living labs.

Begin 2020 verscheen de eerste versie van de Waterstof Agenda van de Provincie Limburg waarop uitgebreide feedback werd geleverd door WéL. Mede op basis van de ervaringen uit 2019 en het zich ontwikkelende netwerk namen we begin 2020 het initiatief tot de daadwerkelijke opstart van een Waterstof Coalitie Limburg. Na een aantal bijeenkomsten en activiteiten kreeg de coalitie steeds meer vorm en dit resulteerde zich uiteindelijk in de vorming van werkgroepen die in thematische clusters de verschillende thema’s gingen uitdiepen: de gebouwde omgeving, mobiliteit, (maak)industrie en de systeemintegratie. Voor de clusterbijeenkomsten en de startwerkgroepen worden een reeks nieuwe leden actief: Lieke Potten (Gemeente Venlo), Yvonne van Lith (Fontys), Gerbert Vissers, Huub Minten, Camille Hardy (LIOF), Jan Houwen (Volantis), Karl Langeveld (ENEXIS), later voegt Arjan Rensma zich daaraan toe.

Door een interview in de Limburger met WéL eind 2020 meldt zich nog een reeks mensen/organisaties aan met interesse voor deelname. Ook Martijn van Roij meldt zich enthousiast om actief te worden in en voor de coalitie. Het is gaandeweg overduidelijk dat de potentie voor een stevige, diverse en omvangrijke Waterstof Coalitie Limburg groot is. Snel daarna echter blijkt dat een volgende Corona golf opnieuw de snelheid uit het bespreek- en organisatieontwikkelproces haalt. Waarop niet langer op eind 2020 wordt gemikt voor de feitelijke start van de coalitie maar op eerste helft 2021. De noodzaak voor doorgroei van de WCL-organisatie wordt ook besproken met de inmiddels 3 waterstof ambtenaren van de Provincie. Deze maakt hiervoor in eerste aanleg weinig tot geen middelen beschikbaar, maar wordt middels een in de Provinciale Staten vergadering van eind december aangenomen motie van Lokaal Limburg opgeroepen om vanaf 2021 de coalitie zo goed mogelijk te steunen in haar ontwikkeling.

Inmiddels staat een set kwartiermakers klaar staat om het organisatorische werk over te nemen, dat tot dat moment in hoofdzaak door Peter Kersten en Ger Jonkergouw van de Stichting WéL werd verricht. Alles staat dan klaar om, zo gauw Corona dat toestaat, de start en verdere ontwikkeling van de Limburgse Waterstof Coalitie vleugels en vaart te geven. Dat is ook nodig omdat de technologische en toepassings-ontwikkelingen op dit terrein razendsnel gaan én omdat de waterstof wereld buiten Limburg ook in hoog tempo en op grote schaal stappen zet. Het is een goed moment voor Peter en Ger om een stap terug te zetten en de Stichting WéL over te dragen aan de kwartiermakers.
